When rules are assigned to a process or service with the final rule set to "ask" the firewall does not apply the previous rules.
Example: service host (svchost.exe) is set to allow 4.2.2.1:53 and 1.1.1.1:53, yet I receive continual notifications asking for me to either allow or disallow svchost.exe access to these two network locations. Ignoring those already explicitly allowed requests results in those requests being denied.
This is just an example, it"s the same with all processes.
